Fractional CTO Cost in 2026: What Founders Pay in the US vs an Offshore Senior Engineer

US fractional CTOs bill $5k-15k a month for 10-20 hours a week. A senior offshore engineer doing the same job costs a fraction of that. Here is the real breakdown.

The fractional CTO cost per month in 2026 lands between $5,000 and $15,000 for a US-based operator working 10-20 hours a week, with hourly rates of $200-500. A senior offshore engineer who has actually shipped AI products can cover the same responsibilities for roughly $2,000-5,000 a month. The gap is real, and so are the trade-offs. I am Md. Emamul Mursalin, a freelance AI product developer in Rajshahi, Bangladesh, and I sit on the offshore side of that table, so read this with that bias in mind. ## What a fractional CTO actually does (and what you are paying for) Before comparing numbers, be clear about the job. A fractional CTO is not a coder you rent by the hour, and not a consultant who writes a deck and leaves. In an early-stage company the role usually covers: - Architecture decisions: stack, hosting, data model, how AI fits in - Technical due diligence for investors and acquirers - Build-vs-buy calls on vendors, models, and infrastructure - Hiring and managing the first engineers or an outsourced team - Turning a founder's roadmap into a sequence of shippable milestones - Owning security, cost, and technical debt before they become emergencies The reason retainers are expensive is that a good fractional CTO reduces the number of expensive mistakes. A wrong stack choice in month two can cost six months in month twelve. First, the offshore column is not "cheap labor": the $45-75/hr expert tier is the top of the Bangladesh market, roughly what a mid-level US developer bills. Second, the spread inside the US column is driven by seniority and vertical, not by geography. Healthtech and fintech operators charge 20-40% more than generalists. Ongoing retainers are quoted per company, usually inside the ranges above. ## Why the US price is what it is I do not think US fractional CTOs are overpriced. Their cost reflects three things: 1. **Opportunity cost.** An ex-VP of Engineering can take a $300k+ salary. A retainer has to compete with that. 2. **Network.** They can pull in engineers they have worked with, introduce you to investors, and vouch for you during diligence. 3. **Physical proximity.** Some founders want someone who can sit in a board meeting in person. If those three things matter to you, pay the US rate. It is the right call for a Series A company raising from US VCs who expect a recognizable name on the deck. ## Why the offshore price is what it is Here is where I have to be honest about my own side. An offshore fractional CTO costs less because cost of living in Rajshahi or Dhaka is a fraction of San Francisco's, not because the work is lower quality. What you are buying from someone like me is different, though: - **Hands on the keyboard.** I still write production code every week. If the architecture I recommend has a bug, I fix it. Many US fractional CTOs stopped coding years ago. - **AI-specific depth.** My retainers are usually about LLM products: choosing between OpenAI, Claude, and Groq, designing RAG pipelines, controlling token spend, building evals. Founders wake up to finished work. What you do not get from me: a Silicon Valley rolodex or someone who will fly to your board meeting. If you need that, I will say so on the first call. ## The hidden costs on both sides A retainer number is never the whole bill. When founders compare a US fractional CTO to an offshore senior engineer, these are the line items they miss. ### Hidden costs with a US fractional CTO - Equity dilution. 1% of a company that later raises at $20M is $200,000, on top of cash. - Minimum commitments. Many require a 3-6 month minimum and 30-day notice. - Execution gap. Strategy without implementation means you still need to hire someone to build. Budget for that separately. ### Hidden costs with an offshore engineer - Contracting overhead. You need a proper independent contractor agreement with an IP assignment clause. I provide one; if a developer does not, walk away. - Payment friction. Payoneer and direct bank wire are the reliable routes into Bangladesh in 2026. Wise can send to a Bangladeshi bank account, but Bangladeshi residents cannot hold USD balances on Wise, so do not plan around that. - Async discipline. If your team cannot write a clear Loom or Notion brief, an 11-hour time difference will hurt. If they can, it is an advantage. Count your "yes" answers. - [ ] You are raising a priced round from US institutional investors in the next 12 months - [ ] Your product is regulated (healthcare, fintech, defense) and needs a domestic compliance owner - [ ] You already have 5+ engineers who need management, not just technical direction - [ ] You need in-person presence at board meetings or customer sites - [ ] Budget for technical leadership exceeds $8,000 a month Three or more: hire a US fractional CTO, and expect to pay $8,000-15,000 a month. Two or fewer: an offshore senior engineer with product experience will get you further per dollar, especially if the work is mostly AI architecture and shipping. A common hybrid that works well: a US advisor at 2-4 hours a month for investor credibility, plus an offshore fractional CTO who runs the actual engineering. Total cost is often under $6,000 a month, and each person does what they are best at. ## What a typical engagement looks like with me Founders ask what they actually get for the money, so here is a real shape. You get a written report ranking risks by cost to fix now versus cost to fix later. In my experience the biggest finding is almost always the same: an AI feature that works in a demo but has no evals, no cost ceiling, and no fallback when the model provider has an outage. **Weeks 3-4: Roadmap.** A quarter-by-quarter plan with decisions made, not options listed. Which model, which vector store, which billing model. I write the first architecture decision records myself. **Month 2 onward: Embedded.** 10-20 hours a week. I review every pull request that touches AI or data, interview engineering candidates, and join one weekly call at a time that works for both continents. Neither is a bargain and neither is a rip-off; they are different products. Pay the US rate when you need reputation, network, and in-person presence. Pay the offshore rate when you need architecture decisions made correctly and then actually implemented, especially for AI-heavy products where the person setting strategy should still be able to read a trace and fix a prompt. ## FAQ ### How much does a fractional CTO cost per month? In 2026, a US or UK fractional CTO typically charges $5,000-15,000 a month for 10-20 hours a week, with a median around $8,000-12,000. Hourly rates run $200-500. A senior offshore engineer with product and AI experience covers the same scope for roughly $2,000-5,000 a month, based on the engagements I run from Bangladesh. ### How many hours a week does a fractional CTO work? Most engagements are 8-20 hours a week, commonly framed as one or two days. Early on, front-load the hours for the audit and roadmap, then drop to a steady 10 hours for reviews, hiring, and weekly planning. Anything under 5 hours a week is advisory, not fractional leadership, and should be priced accordingly. ### Can a fractional CTO replace a technical co-founder? For the first 12-18 months, often yes. A fractional CTO makes the architecture and hiring decisions a co-founder would, without the 20-40% equity. What they cannot replace is a founder-level emotional stake. If your investors insist on a technical co-founder, use the fractional period to find the right one instead of rushing. ### Is an offshore fractional CTO safe for IP and confidentiality? Yes, if you contract properly. Use an independent contractor agreement with an explicit IP assignment and confidentiality clause governed by your own jurisdiction, and keep repositories and cloud accounts under your ownership with the contractor as a collaborator. I sign NDAs by default and never hold client infrastructure in my own accounts. ### Fractional CTO vs technical consultant: what is the difference? A consultant answers a question and leaves; a fractional CTO owns outcomes over time. Consultants are project-priced ($5,000-25,000 for an audit or roadmap). Fractional CTOs are retained monthly and are accountable for hiring, architecture, and delivery.
