Small language and speech models run on modern phones with ExecuTorch, llama.rn or Core ML, which is what my Enterprise mobile tier uses for privacy-sensitive features and offline use. Larger models still belong in the cloud. The usual design is hybrid: on-device for transcription, classification and quick replies, cloud for anything that needs a frontier model, with a router that picks per request.
